Chief Patient Care Services Officer (Interim)

Toby Marsh is the interim Chief Patient Care Services Officer for UC Davis Medical Center. He oversees more than 1,800 nurses and nurse practitioners, who together provide care for more than 200,000 patients every year at the 627-bed acute-care hospital and affiliated primary- and specialty-care clinics.


Marsh served as a Director of Hospital and Clinics at the Medical Center from 2010 to March 2016, providing leadership, planning and administration of day-to-day patient-care operations as well as clinical-education and improvement projects.


During his time on the nursing leadership team the hospital earned Magnet® recognition from the American Nurses Credentialing Center (ANCC) in 2014. The designation is the nation’s highest form of recognition for nursing excellence, and serves as a benchmark for quality of care.

Marsh previously served in a variety of nursing and nursing management positions, and as a U.S. Air Force Captain with significant command responsibilities in personnel, administrative and training programs.
He received a Bachelor's degree in Health Services from California State University, Fresno in 1997; a master's in human resources from Central Michigan University in 2000; an associate degree in nursing from Pacific Union College in 2004; and a Master's in Nursing from Gonzaga University in 2010. He attended the Wharton Nursing Leaders Program in 2008.


Marsh is a member of the American Nurses Association, American Organization of Nurse Executives, Association of California Nurse Leaders, and the American College of Healthcare Executives.

Joleen Lonigan received her bachelor of science in nursing from Dominican College of San Rafael in 1999 and her master of science in nursing degree from Holy Names University in Oakland, California in 2004. Joleen attended the Wharton Nursing Leaders Program at the Wharton School, University of Pennsylvania in 2012 and FEMA Health Care Leadership Training at the Center for Domestic Preparedness in Anniston, Alabama in 2015.

 

She is a member of the American Nurses Association, American Organization of Nurse Executives, American College of Healthcare Executives and California Association of Healthcare Leaders.

 

Joleen is a Sacramento native who started her new graduate nurse career at UC Davis Medical Center in Pediatrics. Joleen worked in Pediatrics in patient nursing for ten years. She transferred to Patient Care Resources in 2009 as assistant nurse manager and then in 2010 she accepted the nurse manager position for the department. In 2016 she accepted an interim director position in Patent Care Services.

 

Joleen is known for her project coordination around the implementation of the Employee Apparel Program in 2012. Joleen has led Patient Care Resources initiatives of staffing program development. She has also been active in the divisional wide projects of Rising Nurse Leader, restructuring of the code blue team and sepsis improvement collaborative.

 

Joleen has also participated in 4 international medical and surgical missions to Zimbabwe and Uganda in the years of 2009-2016.

Judie Boehmer's responsibilities include: UC Davis Children's Hospital; University Birthing Suites; Women's Pavilion; Infection Prevention and Control; Quality and Safety; Children’s Hospital Surgical Program, along with Policies and Procedures.

Since joining UC Davis Medical Center in 1988, she has held various positions including staff nurse, nurse educator and nurse manager. She also has 15 years of home care experience in the Sacramento area. Ms. Boehmer received her Bachelor of Science Degree in Nursing from Minot State University in 1988, and her Master's Degree in Nursing Administration from the University of Phoenix in 1997. In addition, she completed the Wharton Nursing Leaders Program at the Wharton School of Business and the Leonard Davis Institute of Health Economics at the University of Pennsylvania, and is a graduate of the fellowship program at the Advisory Board Company in Washington D.C.

Ms. Boehmer is a member of the following professional organizations: American Nurses Association, Association of Women's Health Obstetrics and Neonatal Nurses, American College of Healthcare Executives, Society of Pediatric Nurses, American Organization of Nurse Executives, and Women in Philanthropy. She has presented at national & international conferences, appeared on Good Day Sacramento, Sac & Co., along with commercials for Wenmat Fitness Center and other health care videos and virtual tours.

Ms. Boehmer is active in the community. She serves as a member of the following boards: Painted Turtle Camp; Ronald McDonald House Charities; Child Abuse Prevention Center; Children's Miracle Network.

 

Marci Hoze, R.N., M.P.A.

Marci Hoze graduated with a bachelor of science in nursing from California State University, Sacramento in 1996. She received a Masters in Public Administration from the University of San Francisco in 2011 and attended the Wharton Nursing Leaders Program at the Wharton School, University of Pennsylvania in 2008.

Ms. Hoze joined UC Davis Medical Center as a clinical nurse in the Emergency Department in 1997. She has held a variety of positions including staff nurse, assistant nurse manager and nurse manager prior to accepting her current position in 2013. 

Her areas of responsibility include: NSICU; transplant, hematology/oncology, surgical and neurology acute care and rehabilitation inpatient units; apheresis/peripheral stem cell collection/PICC services, pulmonary services lab and AIM services; social services; labor relations and collective bargaining; licensing and certification; clinical nurse specialists; organ donation; and the wound care program. Ms. Hoze is also the lead on the UC Davis Medical Center sepsis mortality reduction committee.

Christine Williams graduated from Humboldt State University with a Bachelor of Science in Nursing in 1989.  She went on to obtain her Masters of Science as a Clinical Nurse Specialist with a focus in Critical Care and Trauma from the University of California, San Francisco in 2006. In addition, she completed the Wharton Nursing Leaders Program at the Wharton School of Business in 2012.

Christine first joined UC Davis Medical Center in 1989 as a Clinical Nurse with our Trauma and Orthopaedic acute care unit.  She continued her career with the Medical Center, contributing to Trauma, Critical Care and Emergency Services; working clinically in the Emergency Department, Surgical ICU, and the Life Flight Program. She has held quality improvement positions as a Trauma Performance Improvement Nurse and the Performance Improvement Coordinator in the Emergency Department.  In 2012, Christine became the Trauma Program Nurse Manager, with responsibility for the American College of Surgeons Level I Adult and Pediatric Trauma Center verifications for UC Davis.

Christine accepted her position as Director with Patient Care Services in 2016.  Her areas of responsibility include: Cardiology Services, MICU, SICU, CTICU, NSICU, MSICU, TRU, SICU, BICU, the Trauma Program, Pharmacy services liaison, and Nursing Informatics.

Christine has received numerous accolades, including an award for Outstanding Achievements from the UC Davis Health System and the Daisy Nursing Excellence Award.  She is a member of several professional societies, including the American Nurses Association, American Trauma Society, Society of Trauma Nurses, American Association of Critical Care Nurses, and the Emergency Nurses Association.

Kimberly Bleichner-Jones received her Bachelor of Science in Organizational Behavior and Leadership from University of San Francisco in 2008, and her Master of Business Administration from Wayne State College in 2014.  She attended the Wharton Nursing Leaders Program at the Wharton School, University of Pennsylvania in 2014. Kimberly is board certified in healthcare management and is a Fellow of the American College of Healthcare Executives.

Kimberly manages financial, budgetary, and business related operations for the Patient Care Services division.  She is responsible for development and oversight of operating expense and revenue budgets, financial analysis and reporting, census and budget analysis and projections, as well as development of FTE, budget control, and budget implementation procedures.


She is also responsible for administration and management of operations for several departments and programs in the Patient Care Services Division including: bed control, staffing office, patient transport, lift team, respiratory care, special duty caregivers, hospital unit service coordinators, hospital information desks, nursing unit support services, California Children’s Services, employee apparel program, administrative and analyst support staff, patient property, safe patient handling, licenses and certifications, contracts, grants, and collective bargaining for SX/EX contracts. 


Kimberly is a member of the American College of Healthcare Executives (ACHE) and California Association of Healthcare Leaders (CAHL).  She serves as a volunteer for the CAHL Sacramento Local Programming Council.
