The CHeQ HIO Development Guide is designed to provide the leaders of emerging health information exchange organizations (HIOs) with the experience of others – those who began with a vision and developed an operational health data exchange. The Guide presents the steps to get an HIO up and running and includes detailed information on stakeholder engagement, needs assessment, governance, business planning, participation agreements, budgeting and implementing exchange.
